Israel possesses critical information that may incriminate UNRA but is kept secret. The importance of the information is so high that the cabinet is closed or weakened significantly.
UNRA will arrive at the hearing in the worst situation in its history, financially and especially in image. Israel as a whole believes that "we must continue to work with UNRA in the meantime because there is no one else" If we are not coming to demand its closure - and we don't - why should the American government do this?
