Court found that there was no reliable evidence to support the Münster Administrative Court's assumption that Justice Minister Limbach had designed the selection process in a manipulative manner. Limbach came under political pressure as a result of the first instance decisions. The politician is not only under pressure because of his handling of the Cum-Ex issue.
