Israel has a lot of incriminating information about UNRA, but refrained from publishing it for political reasons. The information that caused the dismissal of the 12 agency employees who participated in the massacre has been known in the Israeli system for weeks.

The U.S. government is also well aware of the many problems with the organization's functioning, and therefore it is not clear what led to the State Department's decision to stop budgeting. The agency's 30,000 employees take care of a reported 5.9 million "refugees," compared to 20,000 at UNRWA.
