Thirty years after the genocide in Rwanda, justice is still pending on France's role. In 2021, the commission of historians led by Vincent Duclert pointed out “a set of heavy and overwhelming responsibilities” of Paris in the Rwandan tragedy.

The report notably raised the proximity between François Mitterrand and the Hutu extremists in power at the time. The role of the military-humanitarian Operation Turquoise, launched at the end of June 1994 by France and authorized by the United Nations, is also criticized.
