Two mirror-inverted swastikas have been carved into one of the stelae at the Holocaust memorial in Berlin-Mitte.
A security guard discovered the desecration on Friday morning while walking around one of the concrete blocks, police said.
In addition, the perpetrator or perpetrators had smeared "anti-constitutional wording," it said.
State security has started the investigation.
The Memorial to the Murdered Jews of Europe in the middle of Berlin is the central Holocaust memorial in Germany and has more than 2,700 concrete steles.
According to the police, the security guard agreed to clean up the mess.
