Moscow is sending a protest note to Washington after US diplomats attempted to travel to Russia's far northern city of Severodvinsk without formally notifying authorities, Russian Deputy Foreign Minister Yevgeny Ivanov said.

"Today we will send a protest note about the incident involving three US diplomats who were disembarked from the train from Ninoxa to Severodvinsk," Ivanov was quoted as saying by Sputnik.
