An acquaintance who works there has confirmed that the authority is closed. "Not only Germany lies idle, but the whole world," says the husband of those affected.

The couple were all the more annoyed when a letter from the district office arrived, threatening a fine for the expired and not renewed passport. "I miss the flair," says the Kosovar man. Of course, it is not a good thing if you don't have a passport. However, the necessary documents could simply not be obtained at the moment. 

"For one thing, the law in Kosovo was changed," reports the husband. Existing documents have become invalid as a result and must be updated. In this regard, too, the couple has not reached the responsible authorities. In addition, his wife belongs to the risk group and cannot currently look for the documents himself.

In the district office there is currently no information about closed embassies. "In some cases, it can of course be impossible to go to the embassy personally," says Simon Bausewein from the legal department. However, the authorities should be reachable by phone, email or post. In principle, whether a fine is imposed is an individual decision, says Bausewein. "Basically, you can say that the foreigner should not normally be fined if the passport has expired in the past three months."

If you actually do not reach the responsible authorities, the most important thing is to answer the hearing letter first and explain why there is currently no valid passport. If the district office does not receive a response to the hearing, one must assume that the person still does not have a passport and is making no efforts to apply for one. 

If a fine is due, it is usually based on the duration of the invalidity. “Basically there is a daily rate of one euro,” says Bausewein. In the case of a first case, however, the fine will be reduced.
