In response to Hong Kong or becoming a national security risk, the agenda of this year ’s National People ’s Congress includes a brand-new "Hong Kong version of the National Security Law" that plugs Hong Kong ’s national security loophole and is put into practice in Hong Kong in Annex III of the Basic Law, disguised as part of Hong Kong ’s national security legislation . According to reports, Xia Baolong, director of the Hong Kong and Macau Affairs Office, met all members of the CPPCC National Committee tonight to announce the relevant content.

Article 18 of the Basic Law stipulates that the laws implemented in the Hong Kong Special Administrative Region shall be the law and the original laws of Hong Kong and the laws formulated by the legislature of the Hong Kong Special Administrative Region as prescribed in Article 8 of this Law.
National laws are not implemented in the Hong Kong Special Administrative Region except those listed in Annex III of this Law. All laws listed in Annex III of this Law shall be promulgated locally or implemented by the Hong Kong Special Administrative Region.
The article also states that the National People ’s Congress Standing Committee may, after consulting the Hong Kong Special Administrative Region Basic Law Committee and the Hong Kong Special Administrative Region Government to which it belongs, increase or decrease the laws listed in Annex III of this Law. Any laws listed in Annex III It is limited to laws related to national defense, diplomacy, and other laws that are outside the autonomy of the Hong Kong Special Administrative Region in accordance with this Law.
