The Ministries of Defense and Housing and the Beer Sheva Municipality are formulating incentive packages for the movement of intelligence personnel to the south, in light of the opposition of many of them to the planned move and the fear of losing quality manpower. The package of temptations will include a plan to build your home, a long-term subsidized rent in Be'er Sheva and finding a job for the couple.

They are currently working on the first tender, which will be issued by the government company to rent an apartment in cooperation with the Beer Sheva municipality, and will offer permanent residents a cost-effective housing solution.

Projects for self-construction of detached houses in Omer and Beer Sheva will be promoted by the Ministry of Defense and the Israel Land Authority. At the same time, the Be'er Sheva municipality is working on a program to encourage employment for the spouses of permanent residents.

Shikun VeBinui recently won a tender for the construction, financing and operation of the Intelligence Campus in the Negev. The company said that the delays in the huge project are due, among other things, to changing decisions with the Ministry of Transportation to move the railway, which is not expected to happen in the coming years.

The Be'er Sheva municipality expressed optimism, noting that "the city is undergoing an unprecedented development momentum thanks to an excellent education system, leisure and recreation culture, parks and other projects that will provide quality of life for every resident and family. Now all that remains is to wait for the bases."
