The liquidity of the municipality was always secured.

At the beginning it looked very rosy: income from income tax in the first quarter was 7.3 percent higher than in the previous year.

With Corona things then went downhill.

In the second quarter, income from income tax fell by 14.5 percent compared to 2019. According to an estimate by the treasurer, the municipality will be missing around 3.5 million euros from income, property and trade tax as well as family burden compensation.

Groebenzell: tax cut applied for

The minus quickly became apparent when it came to income from trade tax.

Numerous companies had applied for tax deferrals and the municipality had to reimburse advance payments.

At the same time, wages, district levies and childcare had to be financed.

In addition, some costs have risen, such as those for housing the homeless: from 160,000 to 230,000 euros.

Peter Falk (SPD) therefore warned that something must be done soon in residential construction.

But there was also financial help: Parental contributions for childcare facilities for the months April to June were reimbursed by the Free State of Bavaria and losses in trade tax are to be compensated.

The community had already decided on a rigorous austerity course in April.

Among other things, the budget for the expansion and renovation of the funeral hall for 2020 was reduced and the renovation of the library was postponed.

However, ongoing projects, such as the new town hall, are continuing, other measures have been postponed.

Now every cent is turned over: the free apples in the town hall for employees and visitors were canceled.

Groebenzell: Not everywhere austerity

However, the austerity course does not apply to all areas: the budgets for schools, childcare, the fire service and the library should remain untouched.

The finance committee also recommended to the municipal council that the donations for clubs, associations and organizations remain unchanged at 330,000 euros.

Also positive: In the first supplementary budget, a loan of 12.9 million euros was planned, now it is 9.9 million euros.

CSU parliamentary group leader Anton Kammerl was visibly disappointed that many projects had to be postponed and that the red pencil had to be set.

He also blamed “immense expenses in the past” for this, without specifying them.

The newly appointed finance officer Ingo Priebsch (Greens) emphasized: “We have to take care of what is really relevant.” And he gave the treasurer express praise.
