After more than three months of decentralized management of the covid-19 epidemic, the Spanish Ministry of Health agreed this Wednesday, together with the Autonomous Communities, to apply common measures to restrict citizen mobility in those large municipalities that present a poor epidemiological evolution.

This announcement will fully affect the Spanish capital by assuming its perimeter isolation.

And it has generated the frontal and immediate rejection of the regional executive of Madrid.

As announced by the Minister of Health, Salvador Illa, this ministerial order will affect municipalities with more than 100,000 inhabitants that register an incidence greater than 500 positive cases per 100,000 people in the last 14 days, a positivity greater than 10% in the diagnostic tests performed and 35% of ICU beds occupied.

Once this threshold is exceeded, the autonomies must restrict the entry and exit of residents in the affected municipalities and reduce social gatherings to groups of maximum six people.

In addition, they must limit the capacity of commercial and hospitality activity to 50% and force to advance the closing time of shops to 10 pm.

"The order will soon be published in the Official State Gazette," Illa clarified during her speech.

And he explained that it must "be made effective by the Autonomous Communities."

Madrid's response to confinement

At the moment, this order would only affect ten municipalities in the Community of Madrid, including the city of Madrid itself.

"The Government of Spain is in a hurry to intervene in Madrid and not to fight against the virus," the Madrid Minister of Health, Enrique Ruíz Escudero, responded annoyed.

"It is a document that I want to clarify that it has not been approved by consensus [...] and therefore, it is not legally valid," added Escudero, who showed the executive's rejection of the application of these restrictions.
