Dozens of authorities have announced that they will open first- and second-grade schools in a five-day learning model starting Sunday.

This is in contrast to the government's decision that the lower classes will be opened in the form of half-classes in a week-week or half-week model alternately.

However, because the move requires an increase in the budget and conversion of the municipality's staff, most Arab authorities will not be able to open the educational institutions on a five-day outline per week.

Among the cities that announced that they are opening their studies in a five-day outline: Ramat Gan, Tel Aviv-Yafo, Givatayim, Holon, Kiryat Ono, Bat Yam, Azor, Rishon Lezion, Savyon, Shoham, Lod, Rosh HaAyin, Ramat Hasharon, Kiryat Shmona , Afula, Nahariya, Beer Sheva, Dimona Hod Hasharon, Hof Hacarmel, Sha'ar Hanegev, Ganei Tikva, Yokneam, Nof Hagalil and Ramla.

The Ministry of Education is working on mapping the cities that announced the opening of schools for first and second grades in a five-day learning model, in order to try and help them.

This, among other things, through the reinforcement of instructors.

Of the 54 regional councils in Israel, 45 announced that they would open first- and second-grades in a five-day-a-week learning model, and eight said they would stick to a government-approved model.

Four Arab authorities will not be able to open the institutions for five days due to budgetary difficulties, and four more are finding it difficult in reality to find a solution to the shortage of manpower.

In Petah Tikva, a decision has not yet been made regarding the opening of first-second grades in a model of five weekly school days, and an announcement will be issued later in the day.

The decision will be based on the preparation of the education system in the city in terms of capsules, facilities, classrooms and manpower.

The municipality claims that it does not want to issue populist messages that cannot be implemented on the ground, and that a large city is committed to equality, and that resources can not be given to only some of the schools.

The mayor of Kafr Qassem, Adel Badir, announced that he is unable to open the schools in his area on a five-day model from a budgetary point of view.

"I do not think there is an Arab authority that can open in such a format, we have no budgets. I am going to open the studies with what is available," Badir said.

"In any case, we are weakened authorities, and in addition the corona has weighed heavily on us."

He said, "We were promised budgets for the treatment of Corona, and stopped the program after a month and a half. It costs us a lot of expenses these days, and we are barely functioning. We in Kafr Qassem deserve six million shekels. It is happy money that we have not received to date."

Badir sent a letter to Prime Minister Benjamin Netanyahu and President Reuven Rivlin, threatening to close the municipality.

"I wrote that if the budget problems are not resolved by the end of November, I will close the Kafr Qassem municipality and take everyone to the Knesset, including the mayor," he said.

It is not acceptable for us that our children will feel and live the discrimination against us.

If the matter does not work out - I will close both the schools and the municipality. "

The mayor of Dimona and chairman of the Development Cities Forum, Bnei Bitton, told Walla! NEWS that he had asked the prime minister to budget for the weak authorities who could not open the educational institutions five days a week. "Whoever fails to open - the role of chairman of the government center "Locals live bibs and my job is to help them and budget them. It is inconceivable that there will be a split between rich and poor authorities, one city will open and another will not. I will not let this happen," he said.

"I hope that today after the conversation with Education Minister Yoav Galant all 257 authorities will open. We want to be all together," Bitton said.

"We need to bring money from the government to authorities that are unable to set the new outline."
