Following a rally on November 16, 2019 from Place d'Italie in Paris, which the police headquarters had requested the cancellation and on the sidelines of which an outbreak of violence had occurred, Priscillia Ludosky and Faouzi Lellouche had filed a complaint in mid-June with the public prosecutor of Paris.

They accused the prefect of police of an "

attack on individual freedom by a person holding public authority

", an "

obstacle to freedom of expression, assembly and demonstration

" and "

endangering the life of others

”.

Support from the Human Rights League

They believed that Didier Lallement, by several “

illegal

means

, had fueled tensions and violence against the demonstrators by announcing the cancellation of the demonstration when it had already started, then by ordering the police to surround the square and suppress the gathering, preventing it from going to the Gare du Nord as planned and causing many injuries.

In a statement Monday, their lawyer Me Guillaume Martine says that "

for five months, the Paris prosecutor's office has refused to open any investigation

" following this complaint, "

which hardly surprises my clients

".

Contacted, the Paris prosecutor's office had not yet responded late Monday afternoon to AFP.

Priscilla Ludosky and Faouzi Lellouche therefore filed a complaint with the constitution of civil party, an appeal allowing the quasi-automatic appointment of an investigating judge to relaunch the investigations.

In his press release, their lawyer recalls, in support of this request, a framework decision of the Defender of Rights issued in mid-July asking for the "

end

" of the "

traps

", a technique used by the police to surround the demonstrators, who "

Can last several hours

" and leads "

to deprive of liberty of people without a legal framework

", according to the Defender.

When filing their complaint in June, Ludosky and Lellouche had received the support of the Human Rights League (LDH), which said they had observed during this demonstration "

serious violations of freedoms

" and "

a disproportionate appeal to the police

”.

The prefecture had said to have asked for the “

cancellation

” of the demonstration because of “

exactions and violence

” observed on the part of the demonstrators.
