Putin's silence in the face of Biden's victory 0:35
(CNN) -
The Kremlin said Monday that Russia will accept US election results as official only after all demands are completed and Donald Trump concedes.
Kremlin spokesman Dmitry Peskov was asked to clarify why Russian President Vladimir Putin has not yet offered his congratulations to US President-elect Joe Biden.
Peskov explained that, in 2016, experts predicted the victory of Hillary Clinton, forecasts that were incorrect.

What a Trump victory would mean for Putin
“The president-elect must be announced, the incumbent president must acknowledge the election results, and all demands must be concluded.
Only after that will the results be officially finalized.
Obviously this has not happened yet, ”said Peskov.
Putin said on Sunday that he was ready to work with any American leader and would congratulate whoever was declared the winner after all legal matters related to the elections had been resolved, according to the Russian state news agency TASS.
In an interview with Russia 1 TV channel, Putin said he was not worried that a delay in sending congratulations would worsen relations between Moscow and Washington, since they are already bad.

"You can't spoil a spoiled relationship, it's already spoiled," Putin said.
“We have respectful relationships with everyone: both current President Trump and the candidate for this position, Mr. Biden.
Therefore, we have no problem here, "Putin added.
