Liang Zhenying pointed out that some experts said that the epidemic in Hong Kong "will be under control by the end of next year." He believes that Hong Kong's economy will shrink significantly by then, some industries will be permanently damaged, and the unemployment rate will hit a record high.

He suggested that the Hong Kong government should mobilize the public and provide incentives, including giving a certificate after vaccination, plus additional testing requirements, so that they can enter and leave Hong Kong, especially those travelling to and from China without isolation.
