Improvisation or strategy? The Bicameral to control the judges has no way but the Government runs the VIP vaccination scene

Alberto Fernández's decision

 to ask the head of the Chamber of Deputies, Sergio Massa, to move forward with the creation of a Bicameral.

that the judges and prosecutors attend the bicameral commission

that is going to investigate them ".

 Parrilli's request already occupies the front pages of the media, although both in the Casa Rosada and in the Cabinet -even in the Ministry of Justice- and in the Chamber of Deputies they say they are not aware of the initiative that a priori collides with the constitutional powers that Congress has.

"There is nothing," will repeat, almost as a denial, different official sources for much of the day and will point out that he only agreed to chat with Massa "over the weekend."

Unofficially, after a long and suggestive silence, spokesmen for the Casa Rosada begin to admit that the President supports the initiative.

And they go further: "It's Alberto's", they say.

The chronological review of what happened this Wednesday serves to understand the questions and how the bombastic initiative was conceived to which the Government, beyond its constant criticism of Justice,

resorts to a large extent -and with some success- to run from the public debate the scandal over the VIP vaccination

, an issue that had a full impact according to the polls in a portion of the electorate that favored the Fernández formula in the last election.

Of the Bicameral, which according to Navarro the President considered "that it is born from Deputies with Sergio (for Massa) because

if part of the Senate is going to believe that it is Cristina

", there is only firm that there will be a meeting on the weekend between the two.

That meeting, however, had been agreed in advance, minutes after the opening speech of the ordinary sessions.

The interpretation of deputies and senators, and even of the judicial swords of the Frente de Todos was that that "crossed control" of the Judicial Power that the president had demanded from Congress

had to do with the possibility of initiating a Political Trial

to the judges of the Supreme Court of Justice.

After all, the High Court ministers had been the recipients of harsh criticism from the President. 

Therefore, even this Wednesday, there are no details regarding when, how or, much less, the content of the project.

Even when Parrilli already warned that he is willing to write it in a few hours.

The curious thing is that the constitutionalist Andrés Gil Domínguez, a member of the commission of experts that advised the President on Justice matters and whom the president consulted in the hours prior to the speech, detached himself from the initiative and said that the Bicameral to control the Power Judicial "no" was in the package of proposals sent to him by the group made up, among other jurists, Carlos Beraldi, Cristina Kirchner's lawyer. 

In the midst of a host of versions, the Minister of Justice, Marcela Losardo, came out this Wednesday to clarify that the President "asks that Congress fulfill a role that it already has."

In that sense, he

relativized the power that the organ would have

.

He explained that "what the bicameral will do will be to study the functioning of the Judiciary, make proposals, summon public hearings", but conceded that "what cannot be assumed are attributions of other powers, such as disciplinary matters" and, consequently, that "judges will not be able to sanction, because that is not constitutional." 

The fact that Losardo, a lifelong friend and partner of the head of state, has made an

impasse

in his low profile to tone down the impact of the Bicameral

opened the question as to whether it is a reversal

.

In the Government they say that in the coming days, after his trips through the Interior (Río Negro, Santiago del Estero and, over the weekend, Mendoza), he will give shape to the initiative.

Among the presidential collaborators it does not generate concern that the debate is stretched and that the advance against Justice monopolizes a good part of the headlines.
