The absentee rate in the first half of the year generally increased. The absentee rate was generally higher during off-peak and midnight hours. Reminder letters and advisory letters have been issued to request corrections. A mechanism has been established to allow franchised bus companies to apply for temporary service adjustments. The subsequent overall loss rate of franchised bus companies has gradually improved and dropped to an average of 2.3% in the second half of last year.

According to data from the Transportation and Housing Bureau, the absentee rate of all franchised bus companies has increased last year. The overall absentee rate is 6.3%, which is 3.7 percentage points or 1.4 times higher than last year’s 2.6%.

In terms of out-of-work rankings, KMB topped the list with 6.9%, an increase of 4.1 percentage points or 1.46 times from the previous year; followed by NWFB, Citybus and Long Win, which accounted for 6.7%, 6.4% and 4.7% respectively.

The out-of-work rate on Lantau Island was 3%, but it also increased by 2.5 percentage points from the previous year.

The Transport Department replied in writing that compared with the past few years, all franchised bus companies had a higher absentee rate last year. The reason is that the absentee rate in the first half of 2020 is generally higher when the passenger volume of franchised bus services has dropped significantly. Rising, especially in the early stages of the outbreak in February and March 2020.

Faced with a sudden and sharp drop in passenger volume, franchised bus companies adjusted their services accordingly. The off-duty rate is generally higher during non-peak hours and midnight hours.

At that time, the Transport Department took immediate action by issuing reminder letters and advisory letters to request franchised bus companies to make corrections and operate in accordance with the approved service schedule.



The Department continued to point out that in response to the development of the epidemic and corresponding adjustments to social distancing measures, and to make better use of resources, the Transport Department has also established a mechanism for franchised bus companies to apply for temporary service adjustments.

When considering applications from franchised bus companies, the Transport Department will take into account a number of factors, such as the increase or decrease in passenger demand, the load factor of bus routes (especially during peak hours), and the public's acceptance of the proposed service reduction.

After the implementation of the above mechanism, the overall absentee rate of franchised bus companies has gradually improved, dropping to an average of 2.3% in the second half of 2020, which is lower than that of the whole of 2018 and the first half of 2019.
