How could this tragedy have occurred when Chahinez's husband, Mounir B, a 44-year-old Franco-Algerian, had already been convicted less than a year ago for domestic violence?

In June 2020, he was sentenced to 18 months in prison, including nine months suspended, for domestic violence.

At the beginning of October, he had obtained a modified sentence, a specific external placement measure for perpetrators of domestic violence.
