The Chief Executive and the Executive Council decided to freeze the salaries of high-level, middle-level and low-level civil servants this year, with the effective date retroactive to April 1 this year.

The Legislative Council today (21) held a meeting of the Civil Service and Subvented Staff Affairs Committee. Labour Legislative Councillor Pan Siu-ping is concerned about the rise in Hong Kong's living index and how the bureau can help grassroots civil servants face economic pressure.

The Secretary for Civil Service, Nie Dequan, said at the meeting that when the government made the decision to freeze civil servants' pay, it had fully considered six relevant factors, including the economic situation of Hong Kong and the morale of civil servants.

He also pointed out that he understands the situation of civil servants at the grassroots level, is willing to communicate with the trade union and listen to opinions, and emphasizes that the government adjusts the salaries of civil servants, not to recover inflation.

Nie Dequan: Many civil servants work silently

Councillor for Architecture, Surveying, Urban Planning, and Landscape Architecture Xie Weiquan said that he supports the freeze of civil servants' salaries, but said that there are voices in the society criticizing civil servants for being slow.
