Engineer Hussein Arnous, Prime Minister of the Caretaker Government, chaired a qualitative meeting of the ministries and authorities concerned with managing the file of small and medium enterprises, with the aim of following up on taking all practical measures to address difficulties and create an enabling environment for this type of vital projects due to its important role in achieving economic and social development plans.

The Prime Minister affirmed the government's insistence on providing real support for the work program of small and medium enterprises, because it constitutes a real opportunity to participate in the realization of development plans, and as it enjoys relative and absolute advantages and a wide sectoral and geographical distribution, and the need for optimal investment of the existing legislative and institutional structure for this program in a way that allows monitoring the cumulative impact Economic and social development of the implementation of these projects on the ground.

Engineer Arnous stressed the necessity of integrating the roles of all stakeholders in this vital sector and securing the appropriate place to establish small and medium projects in a manner that ensures the sustainability and stability of these projects and the provision of the services required for them, as well as enabling investors to access appropriate financing on easy terms by benefiting from the lending provided by operating banks and the services provided by The Institution for Loan Risk Guarantee for Small and Medium Enterprises, which must start its actual work immediately after its administrative, organizational and legislative structure has been completed.

It was emphasized during the meeting the need for a clear methodology for the concerned authorities to manage the sector, whether in terms of promoting the culture of investment, building the project, managing good marketing of products, setting priorities, facilitating and simplifying procedures, and continuous follow-up to the implementation of projects and benefiting from the available databases in a way that allows drawing a studied map for the distribution of these projects and others of issues.

For his part, the Minister of Economy and Foreign Trade in the Caretaker Government, Dr. Muhammad Samer Al-Khalil, gave a detailed presentation that included a quantitative, qualitative and sectoral classification of a number of small and medium-sized enterprises distributed at the level of governorates and smaller local units in these governorates.

At the end of the meeting, it was decided to assign the Commercial Bank of Syria to launch a qualitative financing program for small and medium enterprises during the next week, covering a number of priority sectors, including: “Renewable energies, dairy factories, cheese, fodder, olive mills, wood factories, aluminum, plastic, pipes, shoes, ready-made clothes, electrical and electronic industries, crafts and agricultural products. packaging and packaging.

It was also agreed, in principle, to include the construction of dividers within the industrial and craft zones with loans, provided that the Ministry of Finance, the Central Bank of Syria and the Institution for Credit Risk Guarantee set the appropriate executive mechanism.

The concerned authorities were assigned to select 50 projects from the list of proposed projects from the administrative units for approval within ten days of its date in preparation for the expansion of the department during the coming period. The Ministry of Information was tasked with promoting through the national media the culture of small and medium enterprises, the new investment law and lending controls.
