The ceremony was attended by the governor of Deir Ezzor, Fadel Najjar, the secretary of the Arab Socialist Ba'ath Party branch, Raed Al-Ghadban, the provincial police chief, Major General Bilal Mahmoud, and a number of officers of the Syrian Arab Army.
