This assessment aroused mixed feelings in district politics.

- "Wind turbines as the use of the natural resource wind are not in contrast to this formative characteristic." That is one of the central sentences from Professor Sören Schöbel-Rutschmann's report on zoning in the Ebersberger Forest in order to possibly be able to set up wind turbines there. However, the statement only applies to part of the forest in the north-western area. The expert opinion was now being discussed in the district environmental committee.
The predominantly state forest is largely a protected landscape area. However, the appraiser also made it clear that the current appearance was "created by people and not by God". “This is not a nature reserve and not a biotope.” The wind turbines are placed where human control is particularly important. And that is especially in the north-western area. In other words, where it is flatter and the structure of the cleared area is clearer. We are talking about "kilometers of sight lines". In the southern area, however, there are "relief forms", ascents and descents that limit visibility. The report also mentions historical traces, for example the Roman road in the north,
The delimitation of the zones must be carried out exclusively according to nature conservation law criteria and in line with the purposes of the landscape protection area, according to another key statement.
Expert advice on wind power in the Ebersberger Forest: group, not scatter
Schöbel-Rutschmann advised that the wind turbines, which were barely accepted by referendum, should be left together as a group and not pushed back and forth individually in the forest.
A concept that is legally valid is also necessary.
The written submission refers to the government declaration by Prime Minister Markus Söder (CSU) in July 2021. According to this, the number of wind turbines in state forests is to be increased.
That speaks in favor of opening the Ebersberger Forst landscape protection area to a limited number of wind turbines.
As expected, the report met with different reactions in the Environment Committee.
Toni Ried (Free Voters), declared opponent of the project, emphasized, "For me this is nothing more than window dressing".
Manfred Schmidt (AfD) noted that the impression arises that one searches until one finds proponents of the planned wind turbines “in our district jewel” and spoke of an “amputation of the forest”.
Mixed feelings in the district council
Bianka Poschenrieder (SPD) is completely different.
“That gives me an impetus so that we can take off now.” And Thomas von Sarnowski (Greens) said: “We find the report convincing.
It was very illuminating for me and the parliamentary group. "
The majority of the committee decided that the administration should be commissioned to take Professor Schöbel's suggestions into account when modifying the ordinance of the landscape protection area.

And the committee instructs the administration to carry out a voluntary “strategic environmental assessment” even without an explicit legal obligation.
