The Security Bureau submits the 2020/21 annual report of the five major disciplined services welfare funds to the Legislative Council.
Among them, the police welfare fund had nearly 136 million yuan in revenue last year, a decrease of 50.87 million yuan from the previous year.
96% of the source of income came mainly from donations, reaching 130 million yuan, but the amount of donations received by the fund last year decreased by 28%, that is, about 49 million yuan less.
The largest expenditure of the Police Welfare Fund was spent on "employee relations expenses" and "refreshment expenses for police officers holding special positions", each involving more than 10 million yuan, and ultimately still recorded a surplus of nearly 86.63 million yuan.
As of March 31 this year, the fund's net asset value exceeded 345 million yuan, a 33.51% net increase.

According to the annual report of the Police Welfare Fund, there were nearly 136 million yuan in revenue last year, a 27% decrease compared with the nearly 187 million yuan in 2019/20 revenue, involving 5087 million yuan.
The main reasons include a 28% reduction in donations, that is, a decrease of 49.49 million yuan. However, the total donations received by the fund still amounted to 130 million yuan, accounting for 96% of the total income.
Secondly, the revenue from hiring police service fees plummeted by 94%, or 4.3 million yuan, from only 273,000 yuan last year.
The police band earned only 30,000 yuan last year.
Refreshment expenses exceed 10 million yuan
The fund still recorded a surplus of nearly RMB 86.63 million last year, which was 17% of the net value of RMB 73.95 million in the previous year.
In terms of expenditure, the largest expenditure was spent on “staff relations expenses” and “refreshment expenses for police officers holding special positions”, involving approximately 11.26 million yuan and 10.78 million yuan respectively.
The unit welfare subsidy expenditure is about 6.2 million yuan, and another 6.85 million yuan is used for "subsidies to police/civilian personnel in trouble."
With a financial asset value of more than RMB 20.36 million
The annual report shows that at the reporting date, the fund held financial assets denominated in RMB, totaling more than RMB 20.36 million.
As of March 31 this year, the fund's net asset value reached 345 million yuan. Compared with the 258 million yuan in the same period last year, the net increase was 33.5%, an increase of 86.63 million yuan.
