The Council of Europe is certainly an institution distinct from the European Union, and which has many more members (47, including Erdogan's Turkey).
However, it was with the help of the European Commission that the Council of Europe developed and financed a campaign promoting the hijab, before suspending it in the face of the outcry and pushing it casually so far as to maintain that this campaign did not commit him to anything.
This affair, as François-Xavier Bellamy has shown in our columns, is by no means anecdotal.
On the contrary, it is one more indication of the vulnerability of these European institutions to pressure groups of all kinds and, in this case, of the reality of Islamist lobbying disguised as anti-racist activism.
