Harbour Plaza 8 and Hang Fung, which are also involved in the case, did not cooperate with the Commission. The case alleges that between May 2016 and May 2017, Jin Lun and Tink Labs Limited agreed to set the prices of tourist attraction tickets and bus tickets they sold in nine hotels under the Hong Kong hotel group.

The hotel group and the travel counter operator in one of the hotels acted as "facilitators", communicated pricing information between the two competitors, and actively assisted in the implementation of the colluded pricing arrangement. First Code of Conduct".
