The Umm al-Fahm municipality this evening (Sunday) expressed shock at the attack in Hadera, and condemned the act.
The city says the two terrorists are residents of the city in the 1930s who enlisted in ISIS.
"Every condemnation of violence is condemned. The municipality shares the grief of the families of those killed in Hadera, and wishes a speedy recovery to the wounded."
Ra'am chairman Mansour Abbas also condemned the attack, saying it was "despicable ISIS terrorism that does not represent Arab society in Israel."

The attack, which took place on Herbert Samuel Street in the city, killed two people and injured six others, three of them police officers.
An undercover force that was at the scene neutralized and killed the terrorists at the end of a shootout.
MDA reported that two men in their 20s were evacuated to Hillel Yaffe Hospital in critical condition, two, aged 45 and a 20-year-old woman, were evacuated in fair condition and two others were treated in the field.
