The Town Planning Board revised the "Draft Shek Kip Mei Outline Zoning Plan" earlier, suggesting that a site at the foot of Tai Wo Ping Shan, south of Chak On Road and adjacent to Nam Cheong Street, should be replaced by "government, institution or community" and "residential" zones. The proposed public housing development covers an area of ​​about 7,400 square meters and will consist of two 33- to 36-storey residential towers with a plot ratio of nine times, with retail and social welfare facilities, and a public open space of not less than 2,700 square meters.

The Ze On Road Driving Test Center is planned to be temporarily relocated to the vacant site on Baiyun Street, and will be relocated to the project after completion.

Conservationist Mary Mulvihill objected to the amendment to the Town Planning Board, saying that the proposed height limit for public housing development is 199 meters, which is higher than the adjacent buildings, which will reduce the reduction in visual permeability and make the field of vision less visible.
