The municipal administration should now propose a suitable area from the municipal property stock to the municipal council within three months – with a minimum size of 4000 square meters.
The property should preferably be leased from the community to the housing association.
Creating long-term affordable housing
The applicants justify their initiative with the fact that it is becoming increasingly difficult for municipalities to “offer attractive and affordable housing to young, local families, to provide older people with forms of housing for a self-determined life and to attract and retain employees of municipal services of general interest or specialists from local companies”. .
A private housing cooperative counteracts this development in a variety of ways - for example by creating affordable housing in the long term.
Compared to buying property, cooperative members need significantly less equity capital to stay in their home community in the long term when housing prices are rising.
The idea has been around for a long time
The parliamentary group alliance had already submitted an application for cooperative housing last year.
Initiator Maike Vatheuer-Seele (FDP) wanted to "close the gap between investor and social housing".
The initiators intended to realize the project on the property on Pfarrer-Weidenauer-Straße.
While Mayor Ullrich Sander (independent) had generally liked the idea of founding a cooperative, he and some other council members had reservations about realizing the project on the said property.
Only possible with a cheap property
In the meantime, the committee has been informed by experts about various models of cooperative housing construction.
According to Stefan Beer, head of the building authority, it has become clear to everyone that the cooperative can only offer affordable living space if it can build on an affordable plot of land.
According to Beer, either the municipality would have to subsidize its own property or let the cooperative have it on favorable terms.
An alternative would be the SoBon

The SoBon regulates what considerations an investor must provide in order for a municipality to grant him a particularly large number of building rights on a property.
