As part of a citizen survey, the results were presented in the Tölz district office.

14 offices from Aschaffenburg to Starnberg took part.

The telephone survey of over 5,000 customers revealed: 93 percent of citizens and customers are satisfied with their last contact with the respective district office.

The office responsible for the district of Bad Tölz-Wolfratshausen in Bad Tölz did not take part in the survey this year, but the result was presented in Tölz, as district administrator Josef Niedermaier (FW) is head of the innovation ring of the Bavarian district association.

The survey was carried out by the listed market research institute Ipsos, with which the Bavarian district offices have already worked more than 50 times.

It conducted over 5,100 phone interviews in 2022.

The results were compared to the survey in 2015.

At that time, a citizen satisfaction of 63 percent was achieved, this year there are even 68 percent "convinced citizens", as Matthias Grund from Ipsos explained.

And since the interviewers wanted to know exactly, they even differentiated between "extraordinarily" (23 percent) and "very satisfied" customers (45 percent).

According to this, 25 percent of the men and women who had contact with their district office are “satisfied”, five percent are “less satisfied” and two out of a hundred are “dissatisfied”.


According to Grund, the measurement process included the office's image, the processing of customer requests, the building design, time management, accessibility and how to get to the building.

With the exception of accessibility, all parameters were exceeded compared to the values ​​seven years ago.

One of the best did the district office of Ebersberg, whose district administrator Robert Niedergesäß (CSU) is head of the “Service and customer orientation” project group.


The framework conditions stipulated by the state are lagging behind

Niedergesäß was enthusiastic about the digital building permit process.

This has the advantage that the architects no longer have to submit the respective applications in paper form and in triplicate to the district office.

The respective construction project will be forwarded digitally to the respective municipality on the same day.

There it is then dealt with in the municipal council, while the processing in the district office can continue.

His colleague Dießl from Fürth also sees only advantages in the digital building application.

Niedermaier reported that even older architects, who were not expected to have a problem-free handling of the digital world, would use the new possibilities.

Overall, Niedermaier, together with his district administrator colleagues, summed up that the result of the citizen and customer survey in 2022 could be "very satisfied and we are happy about it".

But they will not rest on their laurels, but want to “get even better”.

Further surveys, which the market research company Ipsos will carry out on behalf of the Bavarian District Association, will show whether this is possible.
