President Yitzhak Herzog met this evening (Monday) with representatives from research institutes and jurists from the academy as part of the negotiation efforts led by the president in an attempt to reach compromises on the reform of the justice system.

These are a series of research bodies and professional legal organizations that represent the spectrum of opinions in the academy - such as the Israel Democracy Institute, the Purpose Institute, the Ecclesiastical Forum, the Institute for the Policy of the Jewish People, the Rubinstein Institute for Constitutional Crises, and the Law Lecturers and Lecturers Forum.

Everyone participated in the discourse circles held by the President's House in recent weeks regarding the legal reform, but this is the first time that the President brings everyone together for a joint forum.

At the meeting, the participants presented their positions regarding the constitutional outline presented by the president earlier this month and the proposed solutions and compromises regarding the reform.

At the President's House they said that "the President continues his many efforts to bring as broad an agreement as possible regarding the reform of the judicial system".

In the discussion, Herzog examined the possibility of taking advantage of the current crisis in order to establish a constitution.

Among Kopel Mekhalat there was an objection to the matter and according to him the court should be restrained against the opinion of Levin-Schnorr.

On the other hand, the latter's opinion is that it is possible to establish a constitution alongside the protection of human rights and restraint of the government.

The president's residence did not respond to the matter.

President Herzog presented a five-point outline about two weeks ago as a basis for discussion between the coalition and the opposition and the government and the judiciary in an attempt to produce dialogue that will lead to compromises in the reform promoted by the government.

The president demanded that the coalition halt the further advancement of the legislation and open negotiations, but Justice Minister Yariv Levin and Constitution Committee Chairman Simcha Rothman refuse to hold negotiations "with preconditions" and continued to promote the reform laws, the first phase of which was approved last week in first reading.

On the other hand, the opposition and the leaders of the protest against the reform demand the stopping of the legislation as a condition for official talks with the government.

Meanwhile, Rothman continues to promote other reform laws in daily hearings in the Constitutional Committee.

In the absence of progress in the political channel, the president began to promote extra-parliamentary and academic dialogue between bodies and legal organizations that represent opposing worldviews such as the Kehalat Institute, the reform thinkers of Levin and Rothman, and a group of conservative jurists associated with Prof. Yedidia Stern, and on the other hand, also the Israel Democracy Institute, Institute Purpose and forum of lecturers and lecturers of law identified as liberal.

As part of the negotiations, the Chairman of the Constitution Committee Simcha Rothman also held several meetings with the group of her friends Stern in an attempt to reach compromises. In addition, senior members of the opposition, mainly from the state camp, receive regular updates from the lawyers involved on the impressions and progress of the talks. According to sources informed of the content of the talks, Ibn Hangaf The main thing that prevented a compromise formula was and remains the committee for the selection of judges: the coalition's uncompromising demand to control the process of selecting judges without a balance between the authorities, which met with strong opposition from both liberal and conservative jurists.
