Hong Kong’s new crown pneumonia epidemic is showing signs of easing. The government has recently expressed its intention to implement mandatory testing, requiring people with mild symptoms to undergo virus testing.
The Secretary for Food and Health, Chen Zhaoshi, said today (27th) that there are opinions that when the epidemic reaches an "exceptional period", mandatory testing should be implemented. The government is studying the relevant legal framework and other details.
She revealed that the government currently has three main directions for compulsory testing, including citizens with mild symptoms; or outbreaks in the same district or in the same building; or the group that they belong to is "high risk."

When asked about the enforcement details of the implementation of mandatory testing, Chen Zhaoshi said that the Hong Kong government has always implemented "voluntary testing" to persuade citizens to accept testing.
She admitted that when the epidemic is severe, early detection, isolation, and treatment of patients are very important to the community. It is also important for the government to control the epidemic and to understand the data. If citizens are unwilling to come out for testing, it will affect the community and control the epidemic.
She also said that some opinions pointed out that mandatory testing should be implemented in Hong Kong during the "exceptional period" of the epidemic.
The government is studying the relevant legal framework and details related to human rights. It will also listen to the opinions of private doctors and the public, such as reporting arrangements.
Chen Zhaoshi said that the government currently compulsory testing has three main directions. First, people with mild symptoms; or outbreaks in the same district or the same building; or the group belongs to a high-risk group, which is believed to be effective in cutting the chain of transmission.
