Tan Huizhu believes that China and the United Kingdom signed a memorandum on international issues for Hong Kong people in 1984, promising that passports issued by the United Kingdom will not grant the right of abode. It is also because the memorandum or international agreement signed in the future should be binding."
She believes that once China does not regard BNO as a travel document, it is equivalent to a foreign passport, which means that the person concerned is of British nationality and is not a Chinese citizen. This will affect the rights of Hong Kong people under the status of Chinese citizens, including the right to vote under the Constitution. "Of course you can amend the Basic Law or have any explanation... As for whether the right of abode is also cancelled, because you are not a Chinese citizen, whether you should have the right of abode in Hong Kong must be carefully studied."
She expects that if countermeasures are released, they will only target BNOs and will have little impact on other foreign nationality holders. Since Hong Kong only has elections in September, the NPC Standing Committee still has time to think about it.
