The United States has proposed humanitarian assistance and exchanges, but North Korea is not satisfied or willing to do so. North Korea hopes to reopen its Kaesong Industrial Park, Kumgangsan tourism business, and expand trade with China. Mitigating sanctions is more important as a condition for North Korea to accept denuclearization.
