Vacation despite Corona: How are countries classified as risk areas?
The Federal Ministry of Health, the Foreign Office and the Federal Ministry of the Interior, Building and Home Affairs decide which countries are classified as risk areas.
The classification is based on a two-stage assessment: In the first step, the current infection numbers play an important role.
States and regions in which there were
more than 50 new infections per 100,000 inhabitants in the last seven days
automatically belong to the risk areas.
But even countries in which the numbers of infections are nominally lower are not immune from being classified as risk areas: Using qualitative criteria, an analysis is carried out to determine whether there is an increased risk of infection in countries where the number of infections is nominally below the limit value.
The decisive factors are:
Infection numbers and the type of outbreak
Test capacities and tests carried out per inhabitant
measures taken to contain the infection
Reliability of the information available for certain countries

Exceptions are the EU member states, Schengen-associated states (Switzerland, Norway, Iceland and Liechtenstein) as well as Great Britain, Andorra, Monaco, San Marino and the Vatican State.
A travel warning is not a requirement, but a recommendation.
For example, if you travel to a country that is officially a risk area and then has to be quarantined for two weeks, you cannot expect your employer to continue paying your wages.
From this week there will also be mandatory corona tests for returnees from risk countries.
