A car drove into a group of people on a cycle and sidewalk in Kempen in the Viersen district in North Rhine-Westphalia in the late afternoon.
The police said there was one dead and at least three seriously injured.
According to information from the TV station RTL, the victim is said to be a child.
The driver had left the lane to the right for an unexplained cause.
The injured were picked up from the scene of the accident by rescue helicopter.
The road was blocked.
