The mayor of Quito, Jorge Yunda, was attacked by councilman Fernando Morales during his speech for the celebration of the country's First Cry for Independence.
Yunda was speaking before the councilors of the capital when Morales approached and threw him a glass of water.
Then he yelled "scoundrel" at him and asked him to quit.
