This was stated by the president of the EU Commission, Ursula von der Leyen speaking at the EP plenary on the OK to the PNRR to Poland.

In the case of Warsaw, "Parliament and the Commission have initiated procedures under Article 7. The Recovery Regulation allows us to carry out the necessary reforms", she added.
