Joe Biden said this in addressing the thousands of people who yesterday unsit-in outside the White House for the right to abortion.
Speaking to accompanying reporters on his bike ride in Delaware, the president reiterated that the only way to change that is to make Roe v Wade a law.
"But I can't do it, it's up to Congress and I'll sign it," he said.
As for the possibility of declaring a national emergency, as also asked yesterday by the demonstrators, Biden replied that "he is not sure he has the powers".
