A few minutes after the conversation, Reuters reported that Russian Foreign Minister Sergei Lavrov spoke at a conference in Doha, the capital of Qatar, where he condemned Israel's conduct. "We strongly condemn the terrorist attack on Israel and at a time we consider it unacceptable to use this incident to collectively punish millions of Palestinian civilians by attacking a civilian indiscriminately," the Russian foreign minister said.
