Covid-19: what the aid to the most modest promised by Macron will look like

Unveiled at the end of the Council of Ministers on Wednesday, the exceptional aid in support of low-income families would be modeled on the allowance


This is one of the strong messages of the President of the Republic who on Monday evening made a gesture towards the most precarious manhandled by the health crisis of the coronavirus. "I asked (the government) to pay exceptional aid without delay to the poorest families with children to enable them to meet their basic needs," said Emmanuel Macron. Comparable assistance is also provided for the most disadvantaged students facing the Covid-19.

These two devices must be presented Wednesday morning in the Council of Ministers by the Minister of Health Olivier Véran in order to be quickly adopted by decrees in the next few days. This Tuesday, several arbitrations were still to take place between the executive and the relevant ministries of Solidarity and Health, and of Higher Education. But we already know more about the contours of the exceptional aid targeting the most modest families which should cost a little less than a billion euros.

Who is she talking to ?

Based on the back-to-school allowance (ARS), this exceptional aid is therefore aimed at all the households that benefit from it, ie more than 3 million each year. Unlike the ARS, which exclusively targets families of children over 6 years of age, this aid is extended to all households in difficulty with children under 6 years of age.

Finally, note that single people, beneficiaries of minimum social benefits (RSA ...), should also be included in this scope. In total, nearly 4 million households should thus be affected by this exceptional aid.

How much?

If its perimeter is based on ARS, its amount would be closer to that of the Christmas bonus, or just over 150 euros for a single person. An amount that would be increased according to the composition, the number of children in the home. This sum would be paid in one lump sum, by this summer, by the Family Allowance Fund (CAF).

For what purpose?

It aims to compensate for the increase in the food budget of families in difficulty, whether those whose children benefit from a social rate in the canteen or those who depend on packed lunches from associations forced to suspend their aid during the health crisis. This aid is also used to compensate for the loss of income of certain precarious workers, part-time suffered, in the RSA or living from odd jobs.

Similar measures have already been taken at the local level. The mayor of Paris announced to release 3.5 million euros to support 28,600 families - 52,000 children - benefiting from the lowest canteen prices. A boost of 50, 100 or 150 euros depending on the canteen package paid. An additional 50 euros will be paid from the second child and within the limit of three children.
