Knowledge economy: keys to the law promoted by the Government

With a 3-month delay, the Senate is preparing to deal with the

Law for the Promotion of the Knowledge Economy

next week

, a project that has already been approved by the Deputies by a very large majority.

The antecedent was the opinion approved yesterday in committee, which contemplates modifications with respect to the half-sanction of the lower house and which

limits the advantages

 to large technology companies, including

Mercado Libre, Globant and Accenture

.

"It is not desirable, but the best thing is to have a law approved

as soon as possible

that eliminates uncertainty,"

The intention of the ruling party is to quickly approve the project to send it back to Deputies for

final

approval

.

The main modification of the dispatch on commission is that it reduces the discounts on Income tax gradually

depending on the size of the company

: for SMEs it remains 60%, for medium-sized companies it will be 40% and for large companies it was reduced to 20%.

What was kept from the original project is the 70% reduction in employer contributions.

If it goes as planned, the promotional regime would be implemented

between the end of this year and the beginning of next

, once the enforcement authority, the Ministry of Productive Development led by Matías Kulfas, regulates it.

From the Government they warned that its drafting is very advanced, but there are doubts if they contemplate the changes that the Senate introduced.

A primary aspect of the regulation is

the creation of a "National Registry of Beneficiaries of the Scheme"

in which interested parties must register to access the benefits.

The current Knowledge Law replaces the previous Law 27,506,

by the Government in January 20 days after its entry into force.

The brake on profits complicated the operation of an industry that has

437,000 highly qualified employees

(according to Indec data) and that groups together areas such as software, professional services, biotechnology, consulting, engineering and audiovisual content.

The distinction between small and large companies was one of the requirements established by Kirchnerism to approve the project.
