The Ver.di union announced that there could be further warning strikes on buses and trains in local transport.
Should employers not agree to negotiate a nationwide framework collective agreement by Friday morning, further warning strikes would have to be announced on the same day.
"Reconsider your negotiation blockade and make negotiations possible in the next week," said Ver.di Vice Chairman Christine Behle, calling on the association of municipal employers' associations.
On Tuesday there was a nationwide warning strike.
Buses and trains stood still in numerous cities and regions.
Prior to this, Reinhard Sager, President of the District Assembly, had criticized the warning strikes "before the decisive round of negotiations in October": "They do not fit into the Corona period with rising unemployment, short-time work and threatened bankruptcies," Sager told the Neue Osnabrücker Zeitung.
Sager called the Ver.di requirement of 4.8 percent for all employees completely excessive.
"That's not possible."
Ver.di and the Beamtenbund dbb are demanding 4.8 percent more money, at least 150 euros, for a term of twelve months for the nationwide 2.3 million employees of the federal government and municipalities.
Last weekend, the second round of negotiations had no result.
