Until now, it had been decided that from 2028, the 4.8 million dwellings considered as "thermal strainers" classified with an F or G label (which is on the energy performance diagnosis) would be prohibited. for hire.
Except that Emmanuelle Wargon, the Minister of Housing wants to speed up the process.
In a decree to be published, the Minister of Housing wants to ban from 2023 the rental of housing considered to be the worst "thermal strainers".
This measure concerns 90,000 housing units, including 70,000 in the private sector, ie 4% of the stock of “thermal strainers”.
With 18% of emissions in 2017 (28% by adding the production of heat and electricity) in France, the building is one of the four major sectors emitting greenhouse gases, along with transport, agriculture and industry.

A few days ago, the Ministry of Housing also decided that the owners of a home that displays an energy diagnosis F or G will no longer be able to increase the rent, except to carry out a major energy renovation.
Indeed, since last year, when signing a new rental contract, it is already illegal to increase the rent of a home with an energy consumption greater than 331 kWh / m² / year, that is, that is to say, when it is labeled F or G. But this provision provided for an exemption if the owner carried out minor work.
As of January 1, 2021, this is no longer the case.
This measure applies to 1,149 municipalities located in the 28 agglomerations qualified as tense areas.
It remains to be seen whether the owners will benefit from a helping hand to carry out work.
