Deconfinement: declining aid for companies from June

Continue to support businesses while strongly encouraging people to return to work. This is the whole point of the new aid plan announced


Concocted by Bruno Le Maire, Minister of the Economy, after several weeks of work, these measures apply to the companies most in difficulty and mainly those of restaurants, bars, hotels, tourism, events, the world of culture or sports, the famous sectors S1 and S1bis.

With this aid system built for deconfinement, the government aims to make "lace", to support companies in this leap into the unknown, by trying to avoid a nightmare scenario, which would see some find more profitable. to touch the helpers rather than to open.

Aid in proportion to lost turnover

First novelty, the loss floor of 50% of turnover (CA), which allowed access to the solidarity fund (FDS), jumps.

All businesses that reopen will have access to it, regardless of their losses.

The aid will be calculated in proportion to the turnover lost.

For the month of June, the government has decided that this support will correspond to a 40% loss in turnover compared to June 2019. It will be 30% in July and 20% in August.

From September, these helpings from the state disappear.

Please note, to avoid signing checks for just a few euros, a threshold of 10% of lost turnover should be required to access aid.

Finally, this support remains limited to 20% of the reference turnover and capped at 200,000 euros.

Thus, a restaurateur who would only make 11,600 euros in turnover in June 2021 against 23,200 euros in 2019, will benefit from aid of 4,640 euros (40% of 11,600 €).

Conversely, a large hotel which in June 2021 would achieve a turnover of 733,500 euros against 1,833,700 euros in 2019, will not be able to receive more than the ceiling of 200,000 euros.

The exemption from employee contributions goes from 20% to 15%

Second aid that is evolving, that concerning employee contributions. Until now, the State has taken over 20% of their amount. From June 1, this exemption increases to 15% until the end of August. Despite this decrease, the government philosophy remains the same, to encourage the resumption of activity by stimulating hiring and in particular that of young people.

In May, as with the solidarity fund, the rules do not change.

The remainder to be paid for the companies concerned by the confinement is zero.

Same thing in June.

Program change from July 1st.

The remaining charge for companies will be 15% then 25% in August.

From September 1, it should drop to 40%.

On the other hand, for certain sectors with a complete shutdown, such as discotheques, partial activity continues to be fully supported by the State.

The same goes for companies that employ minimum wage workers, the state compensates 100%.

For restaurateurs, the gauge will be crucial

If a review clause is planned for the end of August, it remains to be seen how these announcements will be received. At the start of the discussions, the restaurant, bar and hotel sectors were hostile to a declining aid schedule. "The sector is not homogeneous", had proclaimed the Union of trades and industries of the hotel trade (Umih), citing in particular the Parisian professionals very affected last summer by the absence of foreign tourists. They wanted a degression linked to turnover. But the main red line will be exemption from charges. The professionals demanded a maintenance of 20%, they obtained 15%.

The wait is also very strong on the gauge which will determine for many restaurant owners the reopening or not of their establishment. According to a survey carried out by the Umih, 60% would be ready to open on May 19. "We cannot miss each other," a Umih official confided last week. After months of screaming for the opening, people would not understand that we remain closed when we have received billions of euros in public aid. "
