New rules for house builders: As early as next year, a requirement for solar roofs could be introduced in Germany - at least that is what the federal government's "immediate climate protection program 2022" provides.
A "PV or solar thermal installation obligation" will be introduced, according to the confidential draft that SPIEGEL has received.
The obligation should not only apply to new buildings, but also to "major roof renovations".
According to the report, the requirements for insulation are also to be tightened.
From 2023, all new buildings must meet the highest energy standard to date, EH-55.
Up until now, house builders were free to achieve this standard.
From 2025, the requirements with the so-called EH-40 standard are to be tightened further.
This standard stipulates that new buildings may only consume a maximum of 40 percent of the energy of a standard building.
Whether and when the plans will actually be implemented is still open: The federal government is still wrestling with the exact measures of the climate pact.
Real estate associations are clearly criticizing the plans: "This is an uncoordinated snap shot that makes building and living dramatically more expensive," said the President of the Haus & Grund association, Kai Warnecke, of the "Bild-Zeitung".
It was "ridiculous to introduce compulsory solar roofs without finally allowing the electricity produced to be sold to the residents of the house."
