Due to informality and the pandemic, for the first time in 15 years the total number of retirees fell

Since last year,

the total number of retirees and pensioners of the pension system paid by the ANSeS has

been

decreasing

.

The causes:

unemployment, labor informality and the pandemic. 

According to official numbers, in January 2020 ANSeS paid 6,936,227 retirements and pensions.

Last March they were 6,826,285.

There are

109,942 fewer benefits

.

Since 2006 there was no decrease in the number of beneficiaries.

If it is considered by beneficiary - since there are retirees who simultaneously receive the widow's pension - the reduction is 104,602.

From 5,727,667 in January 2020 to 5,623,065 in March 2021. Of this total, 3,584,272 are women and 2,038,746 are men. 

On the other hand,

the total of non-contributory benefits

(without or with few contributions) that the pension agency also pays

continues to rise

.


Between non-contributory pensions - for disability or old age - and PUAM (Universal Pension for the Elderly) in the same period, the number of beneficiaries increased from 1,601,405 to 1,657,061.

There are 55,656 more.

Of this total, more than 30,000 correspond to the

PUAM

(Universal Pension for the Elderly), which is granted at age 65 for those who do not meet 30 years of contributions and do not agree to retire through a moratorium.

The credit is equivalent to 80% of the minimum credit. ($ 18,452)

The fall in the number of retirees is due to the fact that, due to the pandemic and the quarantine,

last year there were fewer procedures

for new retirements and pensions, in addition to the increasingly greater difficulties - due to unemployment and informality - to retire with 30 years of contributions.

 Also due to the pandemic, which affected the elderly to a greater extent,

the number of casualties from the system increased.

While before the pandemic some 30,000 people were retiring or retiring per month, between April and September of last year that number

dropped to less than half

and only after October did it return to those previous records.

With non-contributory pensions, there was also a reduction in the critical months of the pandemic but it was less and by the end of the year the 13,000 new monthly non-contributory pre-pandemic pensions were resumed.

In total, the reduction in benefits adds up to 54,286 with no less data for pension “savings”: while the average amount of retirements and pensions was $ 31,310 last March, that of non-contributory benefits was $ 16,927.

Of the 6,826,825 retirements and pensions:

* 63.2% (4,316,036) charge the minimum credit ($ 23,065)

* 21.1% (1,437,919) between one and 2 minimum assets

* 15.7% (1,072,330) more than 2 minimum assets.

Meanwhile, from March 2020 to the same month of 2021, the average number of retirements and pensions went from $ 24,035 to $ 31,310, an increase of 30.3%.

If it is considered by beneficiary (unifying what is simultaneously charged by retirement and pension), the average credit went from $ 29,260 to $ 38,204

In those 12 months, inflation rose to 42.6%.

This drop in the purchasing power of the average credit was accentuated by the flattening of assets: in March 2020, a smaller increase was granted to those who earn the most, causing a greater decrease in the average of the system

In the same period, non-contributory pensions also lost to inflation: they went from $ 13,136 to $ 16,927: an increase of 28.8%

According to the Chief of Staff, Santiago Cafiero in his recent Report to the Chamber of Deputies.

In the first 6 months of this year, ANSeS granted 249,841 retirements and pensions.

Of that total, 39% - 97,390 - were benefits without resorting to moratoriums, 62,893 to benefits with moratorium and 89,758 to non-contributory pensions and PUAM, (Universal Pension for the Elderly).

Thus, 6 out of 10 of the new retirees and pensioners had to resort to moratoriums or pensions with no or few contributions.

Meanwhile, in that period, casualties totaled 222,014.
