begins

for those companies that need the assistance of the State to comply with the payment of the salaries corresponding to the month of July

Registration will be from today and will run until Thursday, July 29

, according to the schedule released by the Government.

According to Resolution 420/2021 published on Thursday in the Official Gazette, signed by the Ministry of Labor, companies that require state assistance to pay salaries in July will have the possibility of registering and submitting the required documentation from July 23 to 29.

The Executive Power established the guidelines to apply the pre-selection criteria, regarding the invoicing and payroll dates of the companies that want to access the benefit, in accordance with the following detail:

  • Months selected

    for the calculation of the inter-annual variation of the billing required by the AFIP: June 2019 and June 2021.

  • High companies

    : invoicing should not be considered for companies started as of January 1, 2019.

  • Month selected to determine the personnel payroll and reference salaries: May 2021.

  • Payroll termination update cut

    : July 22.

  • CBU update cut

    : July 22 inclusive.

To manage the benefit, companies must belong to the private sector, not receive subsidies from the public sector

and carry out an activity included in the payroll of critical and non-critical affected sectors, or belong to the health area.

From July 23 to 29, inclusive, there will also be a deadline for registering for the "Assistance Program for Independent Workers in Critical Sectors" for the period corresponding to this month.

The condition without equa-non to request state aid will be to

present a reduction in turnover of more than 20% in real terms

, for the period between June 2021 and June 2019.

The Program contemplates a monthly amount of

$ 22,000 that companies in critical sectors will

pay to each worker.

  • All employers

    must have their workers' data updated in the AFIP Registry Simplification portal

    , especially the uniform bank codes (CBU) of the accounts where the benefit will be granted.

    The lack of information or error in the data of the workers, will cause the cancellation of the payment to them.

  • The REPRO 2 program benefit is extended for one month.

    Employers must enroll in the Program on a monthly basis

    in order to access it.

  • The

    update of the CBUs in the databases will be up to 72 hours prior

    to the registration of each month.

  • The Ministry of Labor, Employment and Social Security will

    notify employers of the news regarding their incorporation

    into the Program through an electronic window on the AFIP website.

What does the applicant company need

  • Have electronic tax address.

  • Payroll of dependent personnel

    , including total remuneration and Uniform Bank Code of the worker.

  • Complete, via web form,

    a set of economic, equity and financial indicators

    .

  • Accounting certification of the veracity of the information included in the web form, certified by the Council of Economic Sciences (employers of 800 or more workers).

  • Last balance of the fiscal year due

    .

    It must be certified by the College of Professionals of Economic Sciences.

    The certification may be holographic or digital.

  • The presentation of the balance of the last closed fiscal year will not be required for: civil associations and any other employer who is not subject to the presentation of the same: monotributistas and self-employed, de facto companies, SAS, trusts.

  • Employers who started their economic activity as of December 1, 2019.

  • Sworn statement by which the owner of the requesting company states that he or she is a taxpayer of the obligation to pay the extraordinary contribution provided for in article 1 of Law 27,605 and has complied with said obligation.

  • Health sector company

    : payroll with the payroll of excluded workers, whose work activities include, exclusively, the administration and marketing and all other provision of services dedicated to health coverage insurance, under the prepaid medicine or work regime social (Resolution N ° 19/2021) In case of presenting the attached documentation in an erroneous way, it may be corrected within a peremptory period of five (5) business days.

How to start the process

  • The process begins in AFIP.

    Enter the "REPRO 2 web service" with a tax code

    .

  • The employer or legal representative will confirm the data of the annual billing

    of AFIP.

    You will then be redirected to the MTEySS website.

  • On the MTEySS website they will be asked for a series of data (see transitory provisions) that the employer will have to complete.

    If applicable, it will also attach the last required balance certified by the College of Professionals of Economic Sciences

    (obliged subjects), as well as the DDJJ also certified (for employers of 800 or more workers).

  • Once the data is completed,

    a registration receipt will be generated with the procedure number that you can download.

  • If the submitted data is requested to be corrected, this will be notified by electronic window in a generic PDF that will contain all the possible reasons for rejection listed with a code and the means by which they will have to resend the documentation.

    The reference of the notification will specify the code (s) to be corrected in each particular case.

  • The Ministry of Labor, Employment and Social Security will

    notify employers of the news regarding their incorporation

    into the Program through the electronic window on the AFIP website.

  • If the application is rejected, the employer will be informed of the reason for the rejection.

  • The communication channel that has been established regarding the status of the REPRO 2 program process is solely and exclusively with the applicant companies.

  • The procedure is free
