Cleaning workers are often defined in the media as "transparent." From today, they may be a little less transparent, after the Security, Cleaning and Nursing Care Association of the Histadrut and the organization of cleaning companies in Israel signed a general collective agreement, which includes, among other things: wage updates, an increased holiday gift and subsidizing meals for employees.

The agreement will apply to all employers in the cleaning industry in Israel who are currently members of the cleaning companies' organization or will join the organization as members during the term of the agreement. The validity of the agreement is conditional on the issuance of an extension order and its publication in Reshumot.

According to the agreement, a full-time employee will be entitled to a minimum monthly salary of NIS 6,552 or 22% above the minimum wage as updated from time to time - whichever is higher. The salary of a part-time employee will be calculated in proportion to the part-time job.

A salaried employee will be entitled to a minimum hourly rate of NIS 36 or 22% above the minimum wage in the economy as updated from time to time - whichever is higher. The salary of a part-time employee will be calculated in proportion to the part-time job.

A professional employee (for example, a car operator for cleaning and tidying streets; a professional window cleaner) full-time will be entitled to a minimum monthly salary of NIS 7,098 or 32% above the minimum wage in the economy. A salaried professional employee will be entitled to a minimum hourly rate of NIS 39, or 32% above the hourly minimum wage.

A full-time cleaning supervisor (direct supervisor of other cleaning workers) will be entitled to a minimum monthly wage of NIS 7,644, or 42% above the minimum wage. A paid cleaning inspector will be entitled to a minimum hourly rate of NIS 42, or 42% above the hourly minimum wage.

It was also determined that the seniority supplement will be paid as part of the industry minimum wage, at a rate of 2%, instead of the existing supplement set at a maximum rate of 46 agorot per hour of work.

It was also agreed that the amount of the holiday gift will be updated and will be NIS 250 per employee (per holiday).

In workplaces where the service customer's employees are entitled to a meal subsidy, cleaning workers who actually perform their work in the same workplace will be entitled to a meal subsidy arrangement in the same manner and under the same amounts and conditions as the service customer's employees, including food-purchase tickets.

It was also clarified that the accumulation of the employee's sick days will be according to the seniority in the workplace or with the customer of the service or with the employer, whichever is higher.

: "After complex negotiations we have reached an unprecedented and historic achievement. This is an important line for tens of thousands of cleaning workers who earn low wages and through the collective agreement we significantly improve their terms of employment and wages. I believe that improving the employment conditions and wages of the cleaning workers will lead to the recruitment of hundreds of cleaning workers for the industry, given the shortage of workers in it.

However, no change will be made. The state has not yet allowed them to produce it and will accept the change in the threshold conditions in the state tenders in the field, which price the cleaning workers at the lowest possible wage. This, for its significance to employees and the hope it gives to the entire industry. "
