A 95% jump in the number of reports recorded for electric scooter riders in 2020 compared to 2019 - according to data from the Israel Police. According to the data, 20,300 reports were recorded for riders in 2020 compared to 10,430 reports recorded in 2019. The data do not include the cumulative amount of fines, but it is estimated that this is no less than NIS 9 million.



The total number of reports that the police distributed to drivers of bicycles and electric scooters in 2020, stands at a cumulative 48,945, a figure that reflects an increase of about 17% in what was done in 2019. The most common offense is not wearing a helmet. According to the data, there are no less than about 31,000 reports. In a quick calculation, given that the amount of the fine for this offense is NIS 250, a huge amount of more than NIS 7.5 million is obtained. Segmentation by cities

  • Tel Aviv-Yafo leads in the number of reports for scooter riders with 11,532 reports (one out of every two reports) compared to 6,553 reports recorded in 2019 - an increase of 76%.

  • In Ramat Gan, 1,935 reports were recorded, compared to 957 reports recorded for riders in 2019 - twice as many.

  • A sharp jump was recorded in Holon, with 1,633 reports recorded in 2020, compared with only 198 reports recorded in 2019 - an increase of 725%.

  • Bat Yam is in fourth place with 1,220 reports in 2020, compared to 383 reports recorded in 2019 - an increase of 219%.

  • Givatayim closes the first five cities in reports for scooter riders with 528 reports compared to 546 reports - a decrease of 3%.

  • The data also show that there are a number of other cities that stand out, including Jerusalem - 455 reports compared to 147 reports recorded in 2019 - an increase of 210%.

    In Bnei Brak, 223 reports were recorded in 2020, compared with 228 reports recorded in 2019 - a decrease of 2%.

    In Ramat Hasharon, not a single report was recorded in 2020, compared with 26 reports recorded in 2019.

The problem is that the increase in enforcement does not translate into a decrease in the number of casualties: 2020 was a record year in the number of cyclists and electric scooters killed in road accidents.

In addition, the relative share of cyclists and electric scooters out of all fatalities soared in 2020 to 8.2%.

25 cyclists and electric scooters were killed in road accidents in 2020 compared to 20 riders killed in road accidents in 2019 - five more riders (25% increase).



These data will be published when MK Yaakov's proposal to require electric bicycles and scooters to be installed in a license plate was approved in a preliminary reading yesterday. The bill states that motorized vehicles have the ability to reach higher speeds than non-motorized vehicles, and therefore cause many road accidents. To deal with the risks posed by the vehicles, many legislative amendments have been made, but due to the lack of possibility of identifying the vehicles, the number of traffic offenses has hardly decreased, as well as due to the difficulty of enforcing the regulations.



According to Adv. Assaf Warsaw, co-chair of the Torts Forum, an expert in insurance law: We handle quite a few accident cases of electric scooter riders who have committed traffic offenses and were injured, some seriously.

Their only luck, if it can be defined as such, is that the Supreme Court has ruled that in the event of an accident with a motor vehicle, they will be entitled to compensation for bodily injuries, even if they were negligent and caused the accident.

Accordingly, the duty of such a rider, as a 'regular' cyclist or pedestrian - is entitled to compensation from the insurance company that insures the vehicle involved in a compulsory policy, and the liability of the car insurer will be absolute.
