High average wages, widening wage gaps between executives and interns, and discrimination against women are built into a system of which almost two-thirds of its employees are women. These are the main findings from the first wage report for the public health system in Israel.



The Commissioner for Wages at the Ministry of Finance, Kobi Bar-Natan, publishes the first separate report on wages in the public health system in Israel. The health system in Israel is mainly public, and currently employs about 111,000 workers, who provide services in hospitals and in the community, and the average salary per job was NIS 20,642.



It should be noted that the data refer to the year 2020, three quarters of which were marked by the treatment of the coronary epidemic and the start of the vaccination campaign. Events that added a large budget to the system, which grew even more within the budget for 2021-2022.



The report shows that the direct salary expenses of the health funds for the health system in the community in 2020 amounted to about NIS 10 billion.

For contracting with independent doctors, the HMOs paid another NIS 5.5 billion. Direct salary expenses in the public hospitals amounted to NIS 19.5 billion, while salary expenses in health corporations reached NIS 2.5 billion.

The salaries of senior doctors have doubled the salaries of interns

Here are the main findings in the report:



60% of hospital employees earn over NIS 15,000 a month.


The average salary per job in hospitals is NIS 20,513, an increase of about 4% compared to 2019.


The average salary per job in the health funds is NIS 20,561, similar to the salary in 2019.

salary of senior specialist doctors has increased since 2009 by 77%, almost 77% Double in relation to the increase in interns' salaries

• The

workforce in hospitals and

health

funds has increased in recent years at a much faster rate than the population growth,

in favor of improving and expanding public health services. The most significant increase in hospitals occurred in the doctors' rankings, while in the health funds the most significant increase occurred in the health professions - medical para-rankings, X-rays, laboratories and pharmacies.

The more women who earn less, the more wages in the periphery

It should be noted that the report of the public health system has so far been part of a broader report on all wages in the civil service and the defense system and another report on wages in public bodies.



In light of the importance of the various issues, the Commissioner of Wages has decided to split the various reports (the education system, the health system, the defense system and the administrative system) so that each issue will receive the appropriate focus.
